Counties may establish reasonable deadlines for participation when those deadlines are needed to ensure educational integrity and\/or safety.<\/li>\n<li><em><strong>Youth ages 5-18<\/strong> <strong>as of January 1<\/strong><\/em> of the current 4-H are eligible to enroll in the Wyoming 4-H Youth Development Program. <em><strong>Youth 5-7<\/strong><\/em> can participate in 4-H as <strong><em>Cloverbuds<\/em><\/strong> and can only enroll in the Cloverbud project. Youth 8-18 will participate as 4-H members in any project offered by Wyoming 4-H.<\/li>\n<li style=\"text-align: center;\"><strong><em>Youth with differing developmental abilities<\/em> <\/strong>may enroll in 4-H <strong><em>after the age of 18<\/em> <\/strong>with approval of the 4-H educator in consultation with the State 4-H Office.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<hr \/>\n<p style=\"text-align: center;\"><strong>PARTICIPATION:<\/strong><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"text-align: left;\">Youth <strong><em>may not hold<\/em><\/strong> <em><strong>4-H<\/strong><\/em> <em><strong>membership in more than one county or state<\/strong><\/em> at the same time.<\/li>\n<li style=\"text-align: left;\">The <em><strong>parent\/legal guardian<\/strong><\/em> of youth members must <em><strong>a<\/strong><strong><em>gree <\/em>to the\u00a0Wyoming 4-H Code of Conduct, General Authorization, Statement of Assumed Risk, Publicity and Communications Release, Transportation Release,\u00a0and the\u00a0Authorization of Care.<\/strong><\/em>\u00a0This is done through the 4-H online enrollment process.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>Club Requirements<\/p>\n<p style=\"text-align: center;\"><strong>CLUB REQUIREMENTS:<\/strong><\/p>\n<p style=\"text-align: center;\">The University of Wyoming Extension grants 4-H Club Charters, which formally recognize a club\u2019s affiliation with 4-H and grant that club the permission to use the 4-H name and emblem. To be a 4-H club, the following requirements must be met and maintained:<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Authorized <strong><em>club name<\/em><\/strong>.<\/li>\n<li><strong><em>Five or more youth<\/em><\/strong> from <strong><em>at least two families.<\/em><\/strong><\/li>\n<li><em><strong>Adult leadership<\/strong><\/em> that has been approved through the volunteer certification process.<\/li>\n<li><em><strong>Youth involvement<\/strong> <\/em>in leadership and decision-making<\/li>\n<li>A <em><strong>calendar of planned educational activities<\/strong><\/em>. For positive youth development to occur, it is recommended that a club meet at least 6 time per year.<\/li>\n<li><em><strong>Educational plan<\/strong> <\/em>which meets the mission and values of the 4-H program.<\/li>\n<li><em><strong>Adopt and adhere<\/strong><\/em> to the information in the document\u00a0<em><strong><a style=\"color: #333333; text-decoration: underline;\" href=\"http:\/\/www.uwyo.edu\/4-h\/current-members\/_files\/writing-club-guidelines-template_080619.pdf\">Writing Club Operating <\/a><\/strong><\/em><strong style=\"font-family: var(--list--font-family); color: var(--global--color-primary); font-size: var(--global--font-size-base); background-color: var(--global--color-background);\"><a href=\"http:\/\/www.uwyo.edu\/4-h\/current-members\/_files\/writing-club-guidelines-template_080619.pdf\"><em>Guidelines\u00a0<\/em><\/a><\/strong>and use the<strong style=\"font-family: var(--list--font-family); background-color: var(--global--color-background); color: var(--global--color-primary); font-size: var(--global--font-size-base);\">\u00a0<a href=\"http:\/\/www.uwyo.edu\/4-h\/current-members\/_files\/club-guidelines-template-fillable_080619.pdf\">Club Operating Guidelines Template<\/a><\/strong><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p style=\"text-align: center;\"><em>Clubs may set a maximum number for membership under the guidance of the University of Wyoming 4-H Educator.<\/em><\/p>\n<p>Program Safety Regulations<\/p>\n<p style=\"text-align: center;\"><strong>PROGRAM SAFETY REGULATIONS:<\/strong><\/p>\n<ol>\n<li>If a 4-H entity sponsors a public event,<em><strong> 4-H safety requirements apply for all participants.<\/strong><\/em><\/li>\n<li><em><strong>All enrolled 4-H members and volunteers<\/strong><\/em> receive a<em><strong>ccident\/illness insurance<\/strong><\/em> through a limited group policy.<\/li>\n<li><em><strong>Youth participating in activities that could be considered high-risk<\/strong> <\/em>as part of the Wyoming 4-H program are <em><strong>encouraged to wear approved helmets and other safety equipment<\/strong><\/em>. Per the W.S. 1-1-121 (1994)- Recreation Safety Act, <strong><em>youth and adults choose to participate in these activities at their own risk.<\/em><\/strong><\/li>\n<\/ol>\n<p>Financial Policies and Guidelines<\/p>\n<p style=\"text-align: center;\"><strong>NAME &amp; EMBLEM PROTECTION:<\/strong><\/p>\n<p style=\"text-align: center;\">It is the responsibility of the <em>University of Wyoming Extension director<\/em> and <em>state 4-H program leader<\/em> to <strong><em>authorize use of the 4-H name and emblem<\/em><\/strong> in partnership with the Secretary of the United States Department of Agriculture. These responsibilities include:<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Keeping <em><strong>records of all 4-H clubs\/groups<\/strong> <\/em>that <em>have authority to use the 4-H name and emblem, including club\/group name, EIN, and associated bank accounts<\/em>.<\/li>\n<li><em><strong>Granting permission to use the 4-H name and emblem<\/strong><\/em>. This responsibility is typically given to University of Wyoming 4-H educators under the direction of the State 4-H Program leader.<\/li>\n<li><strong><em>Reviewing each 4-H club\/group activities<\/em><\/strong> to <em>determine that it meets the particular 4-H objective for which it was established<\/em><\/li>\n<li><strong><em>Providing a charter certificate or letter of authorizing<\/em> <\/strong>the club\/group to <em>carry out a program of youth activities using the 4-H name and emblem.<\/em><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<hr \/>\n<p style=\"text-align: center;\"><strong>4-H PROGRAM FINANCIAL OVERSIGHT:<\/strong><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>The <em><strong>University of Wyoming 4-H Educator<\/strong><\/em> has oversight authority on <em><strong>all 4-H financial accounts.<\/strong><\/em><\/li>\n<li>An<em><strong> annual county 4-H program budget<\/strong><\/em> will be <em>prepared by the University of Wyoming 4-H Educator in conjunction with 4-H committee chairs, coaches, and\/or group leaders with a county-wide programmatic focus.<\/em><\/li>\n<li>The <em><strong>University of Wyoming 4-H Educator<\/strong><\/em> will <em>share the county 4-H budget with the State 4-H Office<\/em> for review and file.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<hr \/>\n<p style=\"padding-left: 40px; text-align: center;\"><strong>MANAGEMENT OF 4-H CLUBS AND GROUPS (Teams, Groups, or Councils, Committees) BANK ACCOUNTS:<br \/>\n<\/strong><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li><em><strong>All accounts associated<\/strong> <\/em>with the<strong><em> 4-H program<\/em><\/strong> must have a <strong><em>unique employer identification number (EIN)<\/em><\/strong> <em>linked<\/em> to the University of Wyoming\u2019s<em><strong> Group Exemption Number (GEN<\/strong><strong>)<\/strong><\/em>.\n<ul>\n<li><em><strong>Request for EINs<\/strong> <\/em>should be <em>made through the University of Wyoming 4-H educator<\/em> (Use form SS-4 from the IRS to obtain an EIN for 4-H accounts).<\/li>\n<li><em><strong>All accounts<\/strong><\/em> and the associated EIN <strong><em>must be filed with the county 4-H extension office.<\/em><\/strong><\/li>\n<li><em><strong>Social Security numbers<\/strong><\/em> should<strong><em> NEVER be used on 4-H accounts.<\/em><\/strong><\/li>\n<\/ul>\n<\/li>\n<li>All 4-H accounts need to have a <strong><em>minimum of 4 active signers,<\/em> <\/strong>with <em><strong>two being UW Extension employees (signatory authorities) and 2+ active members and\/or volunteers of the club\/group.<\/strong> <\/em>If a bank will not allow a 4-H member to be a signer on the account, another screened volunteer in the club should serve as the second signature.<\/li>\n<li>4-H clubs\/group are to <em><strong>notify the bank immediately of any changes to accounts signers or person authorized to withdraw money from the account.<\/strong><\/em><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>County Policies<\/p>\n<p style=\"text-align: center;\"><strong>COUNTY POLICIES:<\/strong><\/p>\n<p style=\"text-align: center;\"><em>4-H is a single program of the University of Wyoming Extension<\/em>. <em>As such, counties may only have policies regarding the following:<\/em><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li><em><strong>County Recognition<\/strong><\/em> \u2013 creation, selection, and distribution of awards and scholarships.<\/li>\n<li><strong><em>Activities and Events<\/em><\/strong> \u2013 participation, parameters, and deadlines.<\/li>\n<li><strong><em>Distribution of Monies<\/em><\/strong> \u2013 establish and communicate criteria.<\/li>\n<li><em><strong>County Representation at state and national 4-H Event<\/strong><\/em><strong>s<\/strong> \u2013 establish and communicate selection criteria.<\/li>\n<li><strong><em>Fees for Membership<\/em><\/strong> \u2013 to cover costs associated with membership including but not limited to accident\/illness insurance, programming fees, and curriculum costs.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>To read the complete Wyoming 4-H Policy Manual please follow this link: <em><a style=\"color: #7fab93;
